The US Clean Air Act is administered by the EPA and US Customs. The EPA regulations include self-propelled non-road applications and portable applications. Clean Air Act is a federal law covering the entire country, the states do much of the work to carry out the Act.

EPA is able to fine violators, much like a police officer giving traffic tickets.
